摘要
偏离教育教学规律的教学质量监控在效度、信度和限度上出现了一些问题。解决教学质量监控的效度、信度和限度问题,必须树立正确的质量保证理念,设计基于师生发展的质量保证制度。要从监控的价值、效率、效果、效益方面,改进教学质量监控在促进学生与教师发展上的效度,以务实的精神提升教学质量监控的信度。教学质量监控不是万能的,现行的教学质量监控功能更是有限的。教学质量靠健康的质量文化、浓郁的学术氛围营造出来,而不是靠外在的监控来保证。形式主义的官僚化监控只能是一场无用运动。
There are some problems on the validity, reliability and limitation during the course of teaching quality monitoring and controlling for its deviation from education principles. To solve these problems, we must adopt right quality assurance ideas, design quality assurance systems on the basis of the development of students and teachers. We must improve the validity of teaching quality monitoring and controlling to promote the development of students and teachers from the value, efficiency, effect and benefit of teaching quality monitoring and controlling. We must promote the reliability of teaching quality monitoring and controlling with a pragmatic spirit. Many factors determine that teaching quality monitoring and controlling can not be almighty. The function of the present teaching quality monitoring and controlling is especially limited. Teaching quality is fostered by fine quality culture and strong academic atmosphere, it can not be ensured by exterior monitoring and controlling. Formalistic, bureaucratic monitoring and controlling can only be a useless movement.
