摘要
介绍危险化学品道路运输监管现状,从信息孤岛和缺乏统一法律体系等方面探讨其存在的问题。研究多部门联合监管和应急管理中的府际合作问题,讨论信息化、法制化等对危险化学品运输监管府际合作的影响,分析常规管理和应急管理的辩证关系。提出基于信息联网的统一危险化学品运输监管机制和实际运行模式。
The situation of dangerous chemicals transport supervision was introduced,and the problems were discussed in points of information obstruction and incomplete law system.The intergovernmental cooperation of multi-sectoral joint supervision and emergency management were studied.The influence of information technology and legalization on the intergovernmental cooperation of dangerous chemicals transport supervision was discussed.The dialectic relation between daily ward and emergency treatment was analyzed.A unity dangerous chemicals transport supervision and function mechanism based on information networking was put forward.
