电力行业氮氧化物减排成本核算与价格政策研究 被引量:3

摘要 分析了我国制定氮氧化物价格政策的必要性,并应用污染物边际处理费用函数对电力行业氮氧化物减排进行成本核算。结果显示,平均单位脱硝总成本为1.19分/kWh,现行1.0分/kWh的脱硝补贴电价难以弥补脱硝运营成本和投资,建议将现行脱硝电价补贴额度至少提高至1.20分/kWh。 This article details in NOx pollution situation in China, especially in the power industry, and the meanings of NOx feed-in tariff grant for urban power plants. Marginal costs of NOx emission reduction in coal-fired power plants were calculated, based on survey data of investment and O&M costs of denitrifica-tion equipments in coal-fired power plants across mid-and south-ern China. It is concluded that the newly implemented feed-in tar-iff grant, 1.19 CNY/kWh in China, is unable to cover the marginal cost of NOx reduction. Policy suggestions including raise the feed-in tariff by 1.20 CNY/kWh are given for the denitrification and feed-in tariff policy.
