中国产业结构与就业结构之所以产生偏差，完全是由于建国初期国家所制定的城乡建设方针及特定的历史环境决定的．随着改革开放市场经济的不断发展，国家应制定相应的应对策略，及时调整偏差，促进就业，使之利于国民经济的发展。

This article mainly deals with the deviation between China's industrial and employment structure, and the ill effect the deviation has brought about to China's employment.
