城市环境规划体系构建研究

Research on Construction of Urban Environmental Planning System

指出了随着我国城市化、工业化的持续推进和城市居民环境意识、环保需求的不断提高,城市环境保护面临许多新的和热点问题,迫切需要从源头和空间结构上合理布局城市的环境保护工作。环境规划作为环境管理的重要工具,尚未形成健全的体系。为了完善环境规划体系,理顺环境规划与城乡规划、土地利用规划的关系,借鉴城乡规划和土地利用规划的成功经验,设计了纵向的环境规划体系,并确定环境规划层级与实施体系,明确了环境规划的基本结构和核心框架,提出了不同层次环境规划的定位、范围、时限与内容,以明晰不同层次规划间的相互关系,突出环境规划的科学性、权威性和可操作性。

With the significant development of urbanization and industrialization in China ,citizens are required by a further step of environmental awareness and demand . On the other hand , as confronting with increasing environmental problems and hot issues ,the work of environmental protection need be implemented reasonably from sources and spatial structure . Being an important instrument of environmental management , the environmental planning （EP） has not achieved a sound system .In order to improve the EP system ,this article uses the successful experience of urban-rural planning and land use planning to design a vertical EP system .And then it determines the levels of EP and implementation system ,and clarifies the basic structure and core frame of EP .Additionally ,it proposes the key elements of EP ,including orientation ,scope ,temporal limit and content according to different EP levels and distinguishes the relationships of various planning levels ,thereby highlighting the science nature ,authority and operability of EP .
