抓住西部大开发机遇 ,加快四川产业结构调整 ,首先必须深化企业改革 ,激活企业。调整产业结构 ,则必须调整优化所有制结构 ,四川在国有经济布局的战略性调整方面任重道远 ;要通过改革 ,坚决打破条块分割局面 ,从根本上制止低水平同类产品的“重复生产” ,这是实现国民经济集约型增长的前提 ;同时要把科技创新与制度创新辩证地结合起来。

Deepening reform of business firms and activating businesses are prerequisites of capitalizing on the opportunities offered by western development so as to quicken the adjustment of Sichuan industrial structure. In order to realize the adjustment of industrial structure, the adjustment and optimization of ownership structure should first be done. The strategic adjustment of the layout of Sichuan's state-owned sector leaves much to be desired. Smashing the administrative structure of separately vertical and longitudinal controls and refraining the low-level reproduction of similar products through reform are a precondition of realizing intensive growth of national economy. At the same time, scientific and technological innovation and system innovation should be dialectically integrated.
