社会保障制度属于公共资源在公共领域中的分配,具有一定的公共物品属性。其作为一种公共产品资源同样存在着适度性问题,社会保障水平是反映一个国家或地区经济发展和人民生活水平的重要指标。

Social security system is allocation of public resource in the public domain, therefore it has property of public goods. As a public resource, it also has the problem with moderation. The level of social security is an important indicator which reflects the living and economically developing level in a country or a region.
