浅议“党委领导下校长负责制”程序性制度建设

Procedural System Construction of “President Responsibility System Led by the Party Committee” in Universities

"党委领导下的校长负责制"是我国高校的基本制度。但目前,该制度的执行在实践中缺乏可操作性,其根本原因就在于程序性制度建设的缺位。笔者认为,程序性制度建设是要在坚持对等、民主和公开等原则的基础上,分别从民主决策制度、工作机制和监督制度三个方面进行建设,确保"党委领导下的校长负责制"有效高速运转。

The establishment of modern university system is the focus of the reform of university management system with the prerequisite of improving the president responsibility system led by the Party Committee. At present, the president responsibility system led by the Party Committee is not implemented well, the fundamental reason of which lies in the absence of procedural system construction. The procedural system will give legal significance and value to ensure the Party leadership and responsibility of the president.
