国际原子能机构核安全工作综述及几点工作建议

Review on Nuclear Safety Activities of IAEA and Proposals for Enhancement of Cooperation between China and IAEA

重点综述了IAEA在国际法律框架、安全标准、同行评估、知识管理和技术讨论等方面的核安全工作,建议我国核安全监管部门与IAEA进一步加强合作,深入参与大会和理事会、全面参与安全标准制定、形成固定合作模式、加强国际职员队伍的建设;建议我国在多边外交方面,进一步统筹谋划、主动作为,更积极深入地参与各类国际活动。

This paper has a review on IAEA＇ s nuclear safety activities, including intemational legal insmanents, safety standards, peer reviews, knowledge management and organization for technical discussions. A proposal is provided to further strengthen the cooperation of China＇ s regulatory body and IAEA in the field of nuclear safety： the regulatory body should take part more actively in IAEA＇ s general conference, board of governors, safety commission and committees： a fixed cooperation mode could be developed which will be beneficial for both sides; more staff from the regulatory body should be encouraged to join IAEA. Regarding the multilateral diplomatic activities, the paper suggests that China should have a systematic strategy and implement it step by step, and take part in the international affairs more proactively.
