国内外对R＆D项目的评价方法研究得较早,许多方面已形成了比较统一的观点,而技术创新项目成败因素的分析则是一个较新的课题。本文在SAPPHO方法的基础上,提出了这个方法的修正方案,得到了技术创新项目评价的更为可信的方法,并据此验算实际调查的数据,找出了目前影响我国沿海地区技术创新项目成败的主要因素。

Unanimity of opinion in many fields on the evaluation of R &D project bas been reached at home and abroad. but the analysis of successful or failing factors of technolongical inno- vation is a new area.
