On the Evolution of the policies of Combining Planning with Market and Ensuing Theoretical Debate

我国经济体制改革的过程,从本质上说是将高度集中的传统计划经济转变为计划与市场相结合的经济即有计划的商品经济的过程。在这一过程中,我国经济实际工作者和经济理论工作者就能不能实现以及如何实现计划与市场相结合的问题上下求索。但是,时至今日,这一问题仍然是我国宏观经济政策和经济改革理论所面临的一个悬而未决的难题。本文首先简要回顾经济体制改革以来我国关于计划与市场相结合的政策演变过程和与此相伴随的理论论争,并在此基础上提出了需要进一步深入研究解决的理论与政策难点。

The Course of China's reform of its economic system is in essence a process in which the highly centralized traditional planned economy is transformed into one which combines planning with market, namely, a planned commodity economy. During this process, those involved in planning and economic theories in our country have made great efforts in searching for a solution, but until now, this remains an unanswered question for China's macro economic policy and the theories of our economic retorm. This article starts with a brief review of the evolution process of China's policies of combining planning with market and the theoretical debate which goes with it, and, based on that, raises the difficult points of theories and policies which require in-depth research pending their settlement.
