我国属于后发现代化国家,正处于社会转型期,这一时期最突出的特点就是混乱,许多问题同时出现,各种社会矛盾尖锐突出,且表现形式异常激烈,社会治安秩序的良好建立就变得尤为重要。治安秩序在社会转型过程中最容易出现波动和不稳定,从而造成社会失序。社会转型对治安秩序的影响是多方面的,应该从多途径重建社会治安秩序。

China, a later-comer in modernization, is in the social transition period-a period prominent in chaos and with many problems. Social contradictions at this time are sharp, protruding, and violent in forms, which make the construction of a sound public order a must. In the social transition period, social order is prone to be fluctuant and instable, resulting in social disorder. Social transition influences public order in different aspects, so it is essential to reconstruct social public order in multi ways.
