广东巽寮湾滨海度假区发展模式研究——基于利益相关者视角

Xunliao Bay Resort Development Model study——Based on the Theory of Stakeholders

随着大型旅游投资集团进入滨海旅游地,滨海旅游快速发展,但随之而来的各旅游利益相关者之间的利益冲突和失衡导致了环境污染、利益分配不公、产品同质化严重等问题出现。基于核心利益相关者的角色定位和利益诉求不同,研究滨海旅游发展模式对旅游可持续发展具有重要的现实意义。该文运用利益相关者理论,以巽寮湾滨海旅游度假区为例,界定了滨海旅游利益相关者,并对其利益冲突与失衡、角色定位进行了分析,构建了政企主导的滨海旅游发模式、利益主体分工合作的运营模式和民政企协同监管模式,合理有效地协调不同利益相关者的矛盾与冲突,推进滨海度假区可持续发展。

As the major tourism investment group entered Coast Resorts,coastal tourism rapid developed,but the ensuing conflict and imbalances of interests between the different tourism stakeholders are leading to a variety of problems.It is of great significance to do a research of coastal tourism development model on the different position and the different interest demands of the key stakeholder when it comes to the issue of accelerating the development of coastal tourism.In this paper,using the stakeholder theory, taking the Xunliao Bay Resort as an example,the author analyzed the definition,conflict of interest,the role of the core stakeholder,constructed the development mode of coastal tourism by the government and enterprise dominant,all interests subject division operation mode,collaborative supervision mode of Civil,Enterprises and Government,rational and effective coordination of contradiction and conflict of different stakeholders,to promote the sustainable development of seashore holiday resort.
