摘要
目的:探讨我国卫生总费用增长中质量因素的作用,为卫生政策的目标制定提供依据。方法:通过对我国卫生总费用增长因素的恒等式分解,分析其中医疗服务质量因素的贡献以及决定的原因。结果:医疗服务质量持续提高是卫生总费用不断增长的重要因素。结论:卫生政策的首要目标是提高医疗服务质量,其次才是控制费用增长。
Objective： To investigate the function of the quality factor in the growth of the total heath expenditure, in order to provide references for making the object of the heahh policy. Methods： Through the decomposition the identical equation of the growth of the total expenditure on health, to analyze the contribution of medical service quality and its factor. Results： The sustaining improvement of medical service quality in the important factor on the constant growth of the total expenditure on heahh. Conclusion： The primary objective of health policy is to improve the quality of medical services, and the secondary is to control the expense.
