农村基础设施“民办公助”模式的历史演变与比较

Historical Evolution and Comparison of the“Civilian-run and State-subsidized”Mode for Rural Infrastructure

"民办公助"模式是我国农村基础设施、尤其是小型农村基础设施供给的一种主要方式。运用历史比较方法,通过对我国农村基础设施"民办公助"模式的历史演变及其原因分析指出,农村基础设施"民办公助"模式的历史演变实际上体现出其客观内涵的逻辑回归,只有准确把握农村基础设施"民办公助"的含义,将"民办"真正落实为农民自主兴办、"公助"真正落实为政府适当资金与技术的扶助时,"民办公助"模式的实施绩效才能持续提高。

＂Civilian-run and State-subsidized＂ mode is the main way in which Chinese rural infrastructure was supplied, especially the small infrastructure. In this paper, the historical evolution of the ＂civilian-run and state- subsidized＂ mode for rural infrastructure and its cause were analyzed with the historical comparative method. In fact, this evolution reflected the logic return of its objective meaning. The performance of ＂civilian-run and state- subsidized＂ mode could be improved only by the accurate understanding of it＇s meaning, which means independent construction by peasants and appropriate assistance of funds and techniques by governments.
