摘要 公共服务劳动是否创造价值、是不是生产性劳动,是劳动价值领域争议较大的问题。本文依据马克思劳动价值论基本思想和新的发展实践,提出政府公共服务劳动是有别于一般服务劳动的一种特殊的生产劳动,既创造使用价值和价值,也创造剩余价值,价值量大小可以相对测定,劳动成果既有有形、直接的经济和物质价值,也有无形的、潜在的政治、社会和文化价值,通过潜在的政策市场实现劳动交换,以税收和财政投资的形式实现价值补偿和物质替换。价值和剩余价值受益主体不是政府自身,而是社会或公众总体。应设计科学的劳动价值测评监控体系,改革薪酬分配机制,引导激励公务人员最大限度地生产社会需要的公共服务价值和剩余价值。 It is currently a controversial issue whether public service work is productive labor or not. The arti ele argues that the government's public service work is different from a general service labor. It creates not only val ue, but also surplus value. The value includes not only direct economic and material values, but also invisible, po tential political, social and spiritual and cultural values. The size of the magnitude of value can be relatively meas ured. The fruit of labor can be exchanged through the potential policy market. The value of labor can be achieved and compensated by taxes and government investment. The beneficiary of these is not the government, but the public in general. The scientific evaluation system of labor value should be designed. The civil service pay system should be reformed so as to stimulate the government to produce more value and surplus value, to meet the grow- ing needs of the masses.
