To Make All the People Benefit from Comprehensively Deepening Reform

全面深化改革将使资源得到更加优化的配置,推动创新,使生产要素的活力得到极大迸发,从而带来巨大的改革红利。但改革要以促进社会公平正义、增进人民福祉为出发点和落脚点。为使改革红利更好地惠及全体人民,需要使就业优先战略得到更好落实,使教育得到更加公平的发展,使收入得到更加公平的分配,使社会保障更加公平可持续,而这些又要求正确处理好政府与市场的关系。

Comprehensively Deepening Reform will optimize the resource allocation, promote innovation, and bring vitality to production factors, thus reform benefits will arise. However, the reforms must seek to promote social fairness and justice and to advance the well-being of the people. To make all the people benefit from the reform, China need take further steps to give the strategic priority to employment, develop the fairness in education, strengthen the reasonability of income distribution, and im- prove the sustainability of social security, all of which require the proper relationship between government and market.
