深入学习领会《中共中央关于全面深化改革若干重大问题的决定》对深化医改的指导意义,更加注重改革的系统性、整体性、协同性,加强顶层设计和摸着石头过河相结合,深入贯彻"坚持政府主导与引入市场机制相结合",全面把握两个"毫不动摇",负面清单管理模式,健全城乡发展一体化体制机制,逐步取消学校、科研院所、医院等单位的行政级别,取消以药补医等政策对深化医改带来的新机遇、新挑战。
