河南省洪涝灾害的经济社会易损性评价

Assessment of Economic and Social Vulnerability of Floods in Henan Province

在分析洪涝灾害对经济社会深刻影响的基础上,构建了经济社会易损性评估指标体系,运用模糊综合评价模型并结合模糊层次分析法,对河南省洪涝灾害进行了经济社会易损性评价。结果表明:①河南省洪涝灾害经济社会易损性水平最高的是郑州市和周口市,但是两者高易损性的决定因素各不相同;②GDP密度是决定经济易损性的最重要因素,而老幼人口比例是决定人口易损性的最重要因素;③不同区域在防治洪涝灾害时,应针对其易损性决定因素的不同而采取不同措施。

This article analyzed the impact of floods to economy and society,then built the evaluation index system of economic and social vulnera-bility. An approach combining with the fuzzy comprehensive evaluation model and fuzzy analytic hierarchy process was used to evaluate economic and social vulnerability of floods in Henan Province. The results show that：a）the areas with the highest level of economic and social vulnerability of floods in Henan Province are Zhengzhou City and Zhoukou City,and they have different reasons;b）the most important factors which affect the level of the economic vulnerability of floods is GDP density,while the proportion of young and old people is the most important factor that determines the population vulnerability;c）different regions should take different measures based on their own characteristics when fight with floods.
