The county library is the country＇s infrastructure and plays an important role in public libraries cause. The county library faees many problems. Based on seminar papers, from the perspective of collection development, digital resources uti- lization and library services innovation, reading promotion and instruction, innovation management, the application of new me- dia technology, the article analyses the practice of building grassroots Library, and reflect on the key issues.
