加强大学生的文化素质教育有许多亟待解决的问题。文章在反思文化素质教育不足、剖析其历史必然性、梳理国外文化素质教育发展趋势的基础上，提出文化素质教育要以“人的全面、充分和自由发展”为根本，以提升科学精神和人文精神为核心，以人格完善为终极目的。

To enhance quality education of culture, there are lots of theoretical problems of immediate importance to be solved. This thesis examines what is wanting presently in quality education of culture and analyzes its historical inevitability. By carefully reviewing and evaluating its ongoing tendencies abroad, the writer argues that quality education of culture is of its nature the full, all-around and free development of human beings, with the promotion of scientific and humanist spirits as its core, and the perfection of personality as its ultimate aim.
