摘要
21世纪仍将是以 WTO为核心的多边贸易体制和以欧共体为代表的区域贸易一体化体制并行发展、交互作用的世纪 ,2 1世纪区域一体化对全球贸易自由化的影响仍将利弊共存。我们应把多边贸易体制视为全球贸易自由化目标的“主干道”来建设 ,而把各种区域一体化视为相伴而行的“支流”予以引导。
The 21st century will be still an era of parallel development and interaction of MTS with WTO as its core and RTBs with EC as their representative. The influences of RTBs upon world trade liberalization will be both positive and negative. Hence, the key issue is how to minimise those negative factors. In the new century, MTS should be built as a“super-highway” while all kinds of RTBs should be fostered as accompanying “tributaries” in the whole process of world trade liberalization.
