中间环节市场结构与价值链治理者的决定——以2G和3G时代中国移动通信产业为例 被引量:15

The Effect of Market Structure of Value Chain Links to the Governor Decision——The Case of China 2G and 3G Mobile Communication Industry

摘要 在全球化推进、价值链各环节出现垂直分离的背景下,价值创造过程需要治理活动来控制和协调。本文以2G和3G时代中国移动通信产业为例,从中间环节的市场结构入手,探讨价值链治理者的决定机制。研究发现,中国2G移动通信价值链当中,"移动运营"环节的市场结构垄断性最强,处于该环节的运营商扮演治理者角色;而在3G移动通信价值链当中,"芯片提供"环节的市场结构垄断性最强,处于该环节的芯片提供商取代运营商,成为价值链治理者。在此基础上,本文研究认为:价值链各中间环节的市场结构之间是存在偏差的,这导致权力分布的不平衡。某个价值链环节的"市场结构"垄断性越强,处于该环节的企业在价值链当中的权力越大,越有可能成为价值链的治理者。这其中的原因是高垄断环节的企业拥有大量"强连带",并处于整个价值创造网络中"中心度"最高的位置,由此产生竞争优势和控制力。 With the vertical separation of the value chain, governance is needed to coordinate the value creation activity. Through the case study of 2G and 3G China mobile communication industrial value chain, this paper analyses how the market structure of value chain link affect the decision of governor. In the 2G mobile communication value chain, the market structure of the link of "mobile operation" is highest monopoly, then the companies in this link become the value chain governor. While, in the 3G mobile communication value chain, the market structure of the link of "chip" is highest monopoly, the chip providers take place the mobile operators and become the value chain governor. Based on those analysis, the paper draw the conclusion and make some discussions: the market structure of different link in the value chain is different. It leads to the different power distribution in value chain. The link with highest monopoly will has biggest power and the company in this link will become the governor. The reason is that the monopoly means lots of "strong ties" and the highest "centrality", which would bring the competitive ability and power to the companies in this link.
