摘要
作为从事金融服务的微型金融组织,小额贷款公司对实现我国普惠金融目标有重要作用,政府有必要对其进行有效监管。当前小额贷款公司的监管主体不明确,监管手段不健全,直接影响小额贷款公司发展前景。国际上存在审慎监管和非审慎监管两种模式;小额贷款公司是"只贷不存"的微型金融组织,更加适合采取非审慎监管模式,同时还应该建立中央和地方分层监管体系,发挥行业自律监管作用。
Microfinance corporation, as a microfinance organization engaged in financial service, plays an important role in achieving the goal of inclusive finance. It is necessary to carry out effective government supervision. Currently, the supervising subject of microfinance corporation is not clear, and regulatory means are not perfect to affect the prospects of microfinance corporation＇s development directly. There exist two modes of regulation-prudential supervision and non-prudential regulation internationally. Mi- crofinance corporation is ＂credit-only＂ micro-financial organization which is more suitable for non-pru- dential regulatory approach. At the same time, the central and local hierarchical supervision system should be established,giving play to the role of industrial self-re^ulation
