The structure of general EESs and the commonality of their development process was discussed. It describe the structure modals and the essential technical supports of the EESs such as multi information base, multi bases coorperating, and using life cycle and prototype method to develop EESs, and the realization of the each part of the EESs, and the feature of a successful EES that can really bring the economical benefits.
