煤炭开釆的负外部性矫正模型研究

The analysis on correction model of negative externality about coal mining

在大量文献研究的基础上,对煤炭开釆中的负外部性进行了界定,即代际负外部性、环境负外部性和安全负外部性;在分析负外部性产生原因的基础上,继承了前人的研究成果,釆用科斯定理和消费者选择理论,按负外部性值的大小,把煤炭开釆的负外部性划分为4个阶段,即无外部性阶段、无交易费用阶段、有交易费用阶段和囚徒困境阶段,为了防止进入囚徒困境阶段,引入了限制性生产曲线,建立了煤炭开釆负外部矫正模型。以此模型为依据,提出了矫正煤炭开釆负外部性的具体策略和步骤。

Based on lots of researches,the paper defines the negative externality,namely in-tergenerational negative externality,environmental negative externality and secure negative ex-ternality;the paper analyses the reasons that cause externality,based on previous studies,using the Coase theorem and consumer choice theory divide the process of the negative externality caused of coal mining into four phases according to number of the negative eternality. Those are no negative externality,no transaction costs,transaction costs,and the prisoner＆#39;s dilemma. To avoid the occurrence of the prisoner＆#39;s dilemma,restricted production curve is introduced,so the negative externality＆#39;s correction model of coal mining is established. Based on the model,the pa-per presents the specific correcting tactics and implementation procedures.
