让广大农民平等参与现代化进程——关于铜陵市城乡一体化发展研究

Let the Farmers Equally Participate in the Process of Modernization ——A Study on the Development of Urban and Rural Integration in Tongling City

铜陵市自2008年被安徽省委省政府确立为全省城乡一体化综合配套改革实验区以来,户籍制度改革和农村产权制度改革取得重要突破,城乡规划、基础设施建设、公共服务和社会保障一体化走在全省前列。与此同时,该市在推进城乡一体化过程中,仍然存在着一些需要进一步解决的问题,主要是城市带动力不强,农民主体性不突出,政策权威性不够。因此,铜陵市要促进城乡一体化进一步发展,就必须努力做大城市规模,增强以城带乡的能力;积极推进制度建设,加大城乡统筹的力度;充分保障农民地位,增强美好乡村建设后劲。

Since Tongling city was established as the integration of urban and rural comprehensive reform by Anhui Provincial government experimentation area, important breakthroughs have been made in the reform of the household registration system and the reform of rural property rights system,the integration of urban and rural planning,infrastructure construction,public services and social security,in the forefront of the province. At the same time,in promoting urban and rural integration process,there are still some problems to be solved. for example,the city with the power is not strong,the farmers＆#39; subjectivity is not prominent, the policy authority is not enough. Therefore,in order to promote the further development of the integration of urban and rural areas,we must strive to expand the city size,enhance the ability to make the city advance the rural;actively promote the construction of the system,increase the intensity of urban and rural; protect the peasants＆#39; position,enhance the beautiful rural construction potential.
