摘要 本文遵循科学性、完整性、目的性、可操作性的设计原则,经过指标初选、指标检验、指标的二次筛选等过程,提出了一套评价创新型专业镇的指标体系,综合描述、评估专业镇在创新、产业及资源环境等方面的绩效状况;选取了2010年广东省19个专业镇的数据,采用SPSS19.0分析软件对各数据进行相关性分析,通过比较、修正,构成拟设立的创新型专业镇评价指标体系;并采取AHP赋权法确定指标权重,运用计量软件运算,得出各个指标的权重值;定义了各指标的取值规则及效用,形成了可操作性的评价指标体系。创新型专业镇评价指标体系由创新投入、创新成果、产业集聚、特色产业、创新环境、发展潜力6个一级指标构成,各一级指标下对应5~7个二级指标。 This paper presents an index system to evaluate innovative specialized towns, which describes comprehensively and evaluates the performance status of specialized towns in terms of innovation, industrial, environmental and resource conditions. This index system follows the design principles of the scientific, integrity, purpose, and operability, and is constructed with the steps of indicator primaries, index test, secondary screening. In the course of the index system, the data from 19 specialized towns in Gu-angdong Province in 2010 was selected to do the correlation analysis by SPSS19.0 Analysis Software, then compared and corrected to build the index system of innovative specialized towns. AHP Weighting Method and measurement software are used to determine the index weight. Evaluation index system of innovative professional town sets up six-level indicators, including innovational investment, innovational achievement, industrial agglomeration, specialized industry, environmental innovation, development potential. The level indicators corresponding to each set 5~7 secondary indicators. In this paper, each indicator is detailed description, and set specific weights, at the same time, a workable evaluation system is built.
