战略性新兴产业在创造新的市场需求、引领产业升级等方面发挥着重要作用。后发国家应结合自身条件和需求确定战略性新兴产业发展策略,以技术追赶和产业升级为目标把握战略性新兴产业发展契机,以技术标准战略为核心掌握战略性新兴产业话语权,以国际化为导向培育战略性新兴产业竞争力。在具体的政策选择上,要优化研发投入结构,整合行业研发资源;加强组织协调与合理规划,推动产业良性发展;强化知识产权助推战略,完善产业发展促进机制。
