中国的新城新区建设的正确认识和评价

Appropriate Way to Understand and Judge the New Towns and Districts Development in China

缺乏对新城新区的理论研究,不理解其在城市化进程中的重要作用,就不可能正确认识我国新城新区建设的必要性。缺乏对新城新区的历史研究,不了解历史就容易"跟着感觉走",也不能对我国新城新区建设做出科学的认识和评价。缺乏全面的数据和科学的经验研究,在现状的概括上比较随意和不严谨,也不能正确认识和把握我国新城新区存在的真正问题及实质。对新城新区成长缺乏耐心和"了解之同情",忽视了国家在新城新区治理上的探索和建设性努力,也不利于找到真正的"患者"并开出切实有效的药方。

To understand the necessity of the development of new towns and districts in China we need theoretical research to know about their important role in the urbanization. Absence of historical know ledge leads to subjective judging and irrational understanding of the new towns and districts. Partial know ledge of data and experience causes understanding of current situation at will. The real problems and essence of the new towns and districts are not to be revealed. Disregarding the exploring and constructive efforts in their development stems from lack of patience and sympathy of their development. The real contributing factors need to be revealed to get the effective solutions.
