我国中小外贸企业国际保理中的困境和对策

保理是一项集资信调查及信用评估、贸易融资、信用风险担保、销售账户管理、账款催收等于一体的综合性金融服务。国际保理具有提高出口产品竞争力、开拓新市场、控制和降低信用风险、拓宽资金融通、降低企业应收账款的管理成本、简化出口结算手续等功能。本文首先分析了国际保理在我国中小外贸企业应用中存在的保理立法滞后、信用管理体系不完善、中小外贸企业产业集群对保理业务认知度不够、保理专业人才缺乏等问题,指出了国际保理在我国中小外贸企业发展的四大优势,并从政府、企业、人才和风险四个层面提出了相应的对策和建议。

Factoring covers a series of comprehensive financial services, including credit investigation, credit evaluation, trade financing, credit risk guarantee, open account management and receivables collection. International factoring can enhance the competitiveness of export products, develop new markets, control and reduce credit risks, widen fund- raising channels, reduce management costs, and simplify the procedures of export settlement. First of all, this paper analyzes the problems and advantages existing in the applications of small and medium - size foreign trade enterprises, including lag of factoring legislation, imperfections of credit management system, non - awareness of the industrial cluster in factoring business, and lack of professional talents. In addition, it points out four major advantages of the development of international factoring in China. Finally, from four aspects of government, enterprises, talents and risks, the paper also puts forward corresponding countermeasures and suggestions in order to promote the rapid development.
