Countermeasures of the Transient Population Policies of Chinese Cities

我国在世界上不仅拥有规模最大的总人口,而且拥有规模最大的迁流人口。自改革开放以来,大规模城乡人口迁移流动已成为我国社会经济转型的重要内容。新世纪以来,外来流动人口更是成为城市社会政策突破原有体制束缚、实现制度创新的重要因素。总体而言创新进展明显,但问题和挑战依然突出。试图在简述我国城市外来人口社会政策发展阶段所存在问题的基础上,提出进一步完善我国城市外来人口政策的对策和建议。

China not only has the largest population in the world but also the most transient population. Since the Reform and Opening-up, large scale of population migration between cities and the rural areas has become an important part of the social and economic transformation of China. Since the new century began, transient population has even become an important factor for the social policies of cities to break through the limitation of former systems and realize system innovation. Generally speaking, innovation has made great progress but there are still very serious problems and challenges. On the basis of giving a brief description of the problems existing in the present social policies about the transient population of Chinese cities, the countermeasures and suggestions for further improving the transient population policies of Chinese cities are proposed.
