New Breakthroughs in China's Fundamental Economic System

十八届三中全会首次将两种所有制经济并列,都作为具有同等重要性的组成部分和发展基础,这是关于中国基本经济制度的一个新突破。全会认为,各种资本交叉持股、相互融合的混合所有制经济,是基本经济制度的重要实现形式,这是第二个新突破。发展混合所有制经济是这一轮国资国企改革的主要路径。我们要为混合所有制经济发展创造更加良好的环境和条件。

The 3rd Plenary Session of the 18th CPC Central Committee paralleled two economic ownerships, and attached the same importance to both of them as different economic sectors and economic development foundation. This is one new breakthrough in China＇s fundamental economic system. The Committee held that diversified ownership economy with various capital intersect holdings was an important materialization form of fundamental economic system. This is the second new breakthrough. Development of a mixed ownership economy is the main method for a new round reform of state-owned enterprises and assets. Therefore, a sound environment should be established for the development of a mixed ownership economy.
