推进国家治理体系和治理能力现代化,首先需要政府自身的改革和治理的完善,使市场在资源配置中起决定性作用。在厘清政府与市场的功能互补和相互替代的边界的前提下,注意处理好政府的结构和功能、功能强化与弱化以及行动和绩效的关系;同时要在把握"治理"的一般涵义及其中国特殊语境的基础上,进一步优化国家治理体系。

To modernize the national governance system and increase its governance capacity, priority should be given to the reform of the government itself in order to make the market play a decisive role in resource allocation. The government should improve relationship between its structure and function, between the strengthening and weakening of its function, and between its conduct and performance based on a better definition of the boundary between the government and the market. Consequently, it is essential to optimize the national governance structure by conceptualizing ＂governance＂ in the general sense and Chinese context.
