“一事一议财政奖补”:我国农村公共物品供给的新机制

“Financial Rewarding and Compensation System Based on Event-specific Deliberation”: New Mechanism for Rural Public Goods Supply in China

自2008年开始,我国农村逐步实行"村级公益事业建设一事一议财政奖补"政策。开展"一事一议财政奖补"不仅是完善我国农村公益事业投入机制、加强农业和农村基础设施建设、促进城乡公共服务均等化的重要举措,也是我国农村公共物品供给和农村社区公共事务治理的重大制度创新。针对当前"一事一议财政奖补"中存在的困难和问题,需要增加投入力度,加快落后地区公益事业建设;扩大补助范围,探索有效的奖补机制;完善相关制度和程序,整合财政资源;加强监督,保护农民群众的利益。

Since 2008, China＇s rural areas have witnessed the progressive implementation of the policy of ＂event-specific deliberation for financial rewarding and compensation arrangements in village-level public projects＂. The implementation of this policy is not only an important measure to improve welfare investment mechanism in China＇s rural areas, to strengthen agricultural and rural infrastructure construction, and to promote equalization of public services in both urban and rural areas, but also a major institutional innovation in the supply of public goods in rural areas and governance of public af- fairs in rural communities. In response to the current difficulties and problems in implementing this policy, the government needs to increase investment, accelerate the construction of public services in underdeveloped areas, expand the scope of assistance, and explore effective rewarding and compensation mechanisms. It is also necessary to improve relevant systems and procedures, integrate financial resources, strengthen supervision, and protect the interests of peasants.
