To understand and interpret the management function of public institutions,along with its deficiency,multidimensional cultural explanation is needed.Similarly,citizens participate in the repair of functional defects of public institutions requiring the interpretation of the responsibility of civic culture.Therefore,using the basic understanding of management function of public institutions as a clue,seeking the possible way of citizens participating in the repair of defects of management function of public institutions should be an effort needed to be paid for citizen participation and system function playing a role effectively.The aim of this effort is to rediscover the due integration of civic culture and institutional culture in value orientation by means of defining the defects of management function of public institutions,and consequently provide some useful inspirations for ethical,ecological,service and implemental institutional construction.
