河北乡村文化基础设施建设现状调查与对策研究

Investigation and Countermeasures of Hebei Rural Cultural Infrastructure Construction

文化基础设施是乡村文化发展的前提和基础,建设乡村文化首先要加强乡村文化基础设施建设。目前,河北乡村文化基础设施建设虽取得了显著成绩,但文化基础设施与村民的文化消费需求还有一定差距,存在着文化基础设施建设分布不均衡,现有文化基础设施使用率低,原生态文化基础设施建设严重不足等问题。通过建立多元化投融资机制,推进城市文化资源向乡村转移,完善乡村文化基础设施建设立体化监督机制,发展原生态乡村文化产业等切实可行的措施,可有效改善乡村文化基础设施的建设和使用状况。

Abstract： The cultural infrastructure is the premise and foundation of the development of rural culture,and should be firstly strengthened. At present,Hebei rural cultural infrastructure construction has achieved remarkable results,but there are still some problems, such as unbalanced cultural infrastructure distribution,imperfect cultural facilities supervision mechanism,low using rate of the existing cultural infrastructure,contradiction of the consumption structure and consumption demand, and shortage of the original ecological culture infrastructure construction. Through diversified investment and financing mechanism,city culture resources transfer to the rural area,three-dimensional supervision mechanism of rural culture construction can be perfected, practical measures of the original ecological culture industry in rural areas can be proposed,the rural cultural infrastructure and the use condition can be effectively used.
