群众路线实践是一个具有着严密的结构和需要精细组织的系统工程。推进新时期群众路线的实践,要准确把握实践主体在根本历史方位上由革命党向执政党转变的重大实际、实践客体由传统"人民"向现代"公民"转型的多元化复杂化发展趋向、实践过程由单向引领向多向沟通转变的科学化理性化诉求,精心组织,稳步推进。这既是推进新时期群众路线实践的基本要求,也是推进新时期群众路线实践的基本规律。

Practice of mass line is a systems engineering that needs a tight structure and careful organization. In order to promote the practice of mass line in the new period, we should accurately grasp the fact that has been articulated in the following aspects. First of all, on the fundamental historical position the subject of practice has shifted from a Revolutionary Party to a Ruling Party. Secondly, the diversified and complicated development trend shows that the objects of practice have changed from the traditional ＂people＂ to modem ＂citizens＂. Thirdly, the process of practice transforms with the scientification and rationalization needs from unidirectional leading to multi- directional communication. It also needs to be well organized and steadily advanced. This is not only the basic re- quirement to promote the practice of mass line in the new period, but also the basic rule of promoting the practice of mass line in the new period.
