开发西部不可能从面到面,全局推进。一种客观而可行的方案就是孵化具有强劲经济扩散力的幅射源即增长极。不同增长极之间的互动会形成区域经济发展中必然产生的特殊地带——灰色区域。如何解决这种经济增长链上的问题,是西部大开发中一个具有重要意义的课题。

It is impossible to develop western regions from one region to another and propel in all fields. Instead, an objective and feasible scheme is to develop diffusion points, that is, growth poles, which is of strong economic influence. The interaction of different growth poles can lead to special belts-gray regions, which are the certain results of regional economic development. How to solve these problems between the links of economic growth is a project with great importance in western development.
