2013年被称为中国碳交易元年。截至2013年12月,已有北京、天津、上海、广东和深圳五个省市先后启动了地方碳交易试点并产生了地方配额交易和价格。预计2014年一季度,湖北和重庆也将正式启动碳交易试点。地方碳交易试点的运行标志着中国利用市场机制推进绿色低碳发展迈出了开创性和重要意义的一步,是应对气候变化领域一项重大的体制创新。本文详细描述了碳交易试点的进展情况,分析总结地方试点的成绩和问题,并为下一步工作提出建议。
The year 2013 is the debut for China＇s domestic carbon market. By the end of December 2013, 5 of the 7 carbon market pilots, including Beijing, Tianjin, Shanghai, Guangdong and Shenzhen officially launched their carbon trading schemes. It is expected that during the first quarter of 2014, Hubei and Chongqing will follow suite. The operation of pilot carbon trading schemes is a symbolic step to pursue green and low carbon development by means of market mechanism. This paper describes in detail the current status of the 7 pilots, their achievements and issues, in order to provide advice for the next step.
