This paper describes a process for apportionment of the safety target for the Train Integrity function in ETCS Level 3. The starting point is to identify the relevant hazard, and the corresponding Tolerable Hazard Rate (THR). A value for the Tolerable Failure Rate (TFR) for the Train Integrity function is then derived in consideration of the THR, operational circumstances and statistical information about actual incidents.
