Stafford Bill is the father of Viable System Model of Organizational cybernetics, who suc- cessfully introduced the great research of systems theory, cybernetics, information theory, and applied them into organization and management. This paper sought to clarify the context of the development of the Via- ble System Model, analyzed the model and its system approach, aimed to more comprehensively under- stand and study Viable System Model of organizational cybernetics.
