是自由竞价还是无序压价？煤炭设计招标旧有堡垒正在瓦解,洗牌已经开始,但监管依然缺位。2013年底,三十九家煤炭设计院聚集到珠海开了一次闭门会议。煤炭繁荣期结束,上游设计订单减少,煤炭设计院内部交流如何＂转型与发展＂。会议当天上午是国家能源局煤炭司官员的例行讲话,下午三家设计院介绍完经验后,会议风向转向了业内存在的问题,低价中标是其中的焦点。主持人在台上情绪激动,谴责了低价中标对行业的危害。最后会议以参会代表依次承诺不压价竞争结束。
