在简述四川机械工业的现状及制约发展的主要问题的基础上 ,分析了加入 WTO,实施西部大开发 ,深化改革、扩大开放以及在世界科学技术发展中怎样利用后发优势发展自己。从作好“入世”准备 ,研究西部开发政策 ,抓好产品、重点企业、重点经济区 ,培育壮大优势企业 ,开发、生产有竞争力和带动性的产品 ,“产、学、研”合作在提高技术水平方面有所突破 ,做好调整 ,完善所有制结构 ,扩大开放 ,提高队伍素质等方面作了对策研究。

Based on the brief discription of the conditions and main problems constraining the development of Sichuan Province machinery industry, the coming situation of Sichuan Province machinery industry is depicted, such as WTO entry, realization of West China development, deep-going transformation, widening open policy and how to utilize 'the advantage of late development' and develop itself under the conditions of world science and technology development. From the aspects of the preparation of WTO entry, research of policy of West China development, enhance good-future products, main bone enterprises and key economical zones, the development and production between challenging and promotive goods, making breakthrough by enhance 'the co-operation between enterprises, universities and research institutes' in technological level promotation, making reasonable adjustments and ownership system consummation,expanding open and raising staff qualities, the countermeasures are studied.
