深圳特区初期工业基础极其薄弱 ,市政府采取了一系列措施 :编制发展规划、制定优惠政策、营造良好投资环境、引进人才和先进设备、改进政府管理 ,使深圳初期开发取得成功。深圳特区初期工业发展对西部工业开发带来一些启示 :西部有必要制定灵活的开放政策 ,把重点放在基础设施的建设上 ,要调整经济结构 ,发挥西部原有的人才作用 ,政府要改变作风 ,把加快发展的立足点放在自身努力的基础上。

These enable the development during the initial Shenzhen period to success. These give a good enlightenment on the industrial development in the West China areas. It is necessary to formulate a flexible policy of development, to put the stress on construction of basic installations, to readjust economic structure, to give full play of people of ability in the West China areas, to change style of government work, to move one's feet of picking up speed of development to exerting all one's powers.
