创新绩效评价指标体系演变的国际比较及其启示

International Comparison on the Evolution of the Innovation Performance Evaluation Index System and its Enlightenment

创新绩效评价指标体系是创新绩效评价的重要工具。以"欧盟创新记分牌"、"澳大利亚创新能力评价体系"和《奥斯陆手册》等具有代表性的国外创新绩效评价指标体系为例,通过对比分析其构建与发展变化的特点,对其实践经验进行总结。在分析国内创新绩效评价指标体系研究现状的基础上,提出从加强创新调查、形成合适的评价模式、注重评价指标体系的系统性和完善评价指标体系的修订制度等四个主要方面提出改进我国创新绩效评价体系的建议。

The innovation performance evaluation index system is an important tool for innovation performance evaluation. Taking European Innovation Scoreboard, Evaluation System of Australia＇s Innovative Capacity and Oslo Manual for example, this paper analyzes the development features of the performance evaluation index system and makes a summary of the practi- cal experience. Under the base of above, this paper puts forward the suggestions in improving domestic index system of in- novation performance evaluation from four aspects, which includes strengthening innovation survey, forming the appropriate evaluation model, focusing on the evaluation systematieness, improving the revised mechanism of the evaluation index sys- tem.
