西北五省区投资环境指标体系的构建及比较分析

采用层次分析法,选取资源环境、经济环境、市场环境、科技环境、基础设施和政府行为6个一级指标,并细化为20个二级指标,分别依据其重要性赋予相应的权重,构成区域投资环境指标体系。运用此指标体系对陕西、甘肃、青海、宁夏和新疆西部五省的投资环境进行分析和排序,并提出优化投资硬环境,提高经济发展水平;改善投资软环境,提升社会服务能力等对策建议。

This paper adopts the method of AHP（analytic hierarchy process）,and choose 6 factors as the first grade indica-tors,which are resource environment,economic environment,market environment,technology environment,infrastructure and government action,while subdividing out 20 factors as the second grade indicators.These indicators are given the corresponding weight according to their respective importance,constituting the indicator system of regional investment environment.The ana-lyses and ordering for the investment environment in Shanxi Province,Gansu Province,Qinghai Province,Ningxia and Xinjiang Uygur Autonomous Region with this indicator system,and put forward some suggestions such as optimizing the hardware envi-ronment of investment,improving the level of economic development,improving software environment of investment and enhan-cing the social service ability,etc.
