Obseruing the State-Owned Economy from a New Aspect

如何搞好国有经济和国有企业 ,是全社会关注的一个焦点问题。本文用新的视角对制约国有经济和国有企业改革与发展的几个基本理论问题进行了系统探讨。文章认为 ,国家所有制不等于全民所有制 ,我们需要精心设计搞好的是国家所有制 ,而不是全民所有制 ;国有经济职能必须重新定位 ,这是搞好战略重组的前提 ;何为国有资产保值增值 ,必须界定清楚 ,不能误解资产流失 ;国有企业摆脱困境的根本出路在于深化内部改革 ,而不是侧重解决所谓“外部环境”问题。

All the people in our society pay much their attention to managing well the state owned economy and enterprises.The thesis argues several theories from a new aspect that limit the development and reform of the state owned economy and enterprises.The author argues that the ownership by the state does not equate to that by the whole people;the former rather than the latter should be what we delicately design and manage.We should reposition the role of state owned economy,without which the strategic reengineering will not be carried out.The concept of sustained and value added assets by the state should be well defined;otherwise the erosion of the state owned assets will be misunderstood.The critical way for state owned enterprises to go out of the difficulties lies in deepening the its internal reform rather than in the so called“external environments”.
