作为打造服务型政府,推动行政审批体制改革的载体行政服务中心因缺乏行政主体地位、权限设定混乱、信息不透明、监督缺位,导致其不能发挥应有的作用。所以,要通过赋予行政服务中心应有地位、实施相对集中的行政许可权制度、增加信息透明度、完善监督机制等措施,进一步发挥行政服务中心的职能作用。

The Administrative Service Center is a good carrier to build a service-oriented govemment;it can promote the reform of the administrative examination and approval system.However,it can not play its due role because of it have not administrative body status,permission settings confusion opaque information,supervision and the absence of cause.Given its rightful place,the implementation of the relative concentration of administrative permission system ,increase the transparency of information, and improve the supervision mechanism and other measures to further promote the government management innovation and service-oriented government building.
