中国-东盟货币合作基金功能与份额分配公式设定

合理设定中国-东盟货币合作基金(简称CAMCF)的功能及其份额分配公式是CAMCF能否顺利建成的关键。CAMCF应具备促进区域货币合作,监督管理和风险预警以及融通资金和危机救助三大功能,其份额分配公式应选取GDP、开放度、官方储备和波动性作为衡量贡献力和潜在融资需求的指标,合理赋予权重。运用该份额分配测算的中国-东盟各国的份额占比是比较符合实际情况并且是相对公平的。

It is the key whether the CAMCF could be established successfully to reasonably set China -ASEAN mone-tary cooperation fund （CAMCF） ′s functions and its share allocation formula .This paper argues that CAMCF should have three essential functions of promoting regional monetary cooperation , regulatory and risk warning, financing and cri-sis relief, its share allocation formula should select GDP , openness, official reserves and volatility as the indicators to measure contribution and potential financing needs , and reasonably give them weight .It is believed that the share of Chi-na and ASEAN countries measured by the share allocation formula is conforming to the actual situation and relative fair .
